BLM is seeking a dynamic and energetic individual to join the Nevada BLM Fire team as a Superviosry Range Technicians (Fire) - Engine Captain in Winnemucca, Nevada. This announcement may be used to fill more than one position within the Winnemucca District, duty locations Winnemucca, Lovelock and McDermitt, Nevada. U.S. Citizenship is required Security Clearance/Background Investigation is required. Be sure to read the "How to Apply" & "Required Documents" Sections. Serves as a supervisory wildland firefighter on a wildland fire engine. Makes initial evaluation of fire situations, determines rate of spread, potential hazards to property and other improvements, suppression method to use, hose lays, deployment of crew, point of initial attack, type of tools to use and application of water. Gathers and considers information on weather data, topography, fuel types, and fire behavior in responding to wildland fire incidents. When positioning and deploying personnel and equipment, recommends best approaches and practices to use in protection of the values at risk. Implements formal and informal training programs to comply with policy and regulations. This position falls under the group coverage qualification standards for Technical and Medical Support positions; there are Individual Occupational Requirements for this position under GS-455 - Range Technician.
Passage of a pre-employment physical is required. You must also pass the work capacity test for arduous position. The physical demands of this position are arduous. The physical demands of this position are rigorous fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on incumbent during fire activities.
THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564 and under the Department''s Drug Free Workplace Program applicant(s) tentatively selected for this position must submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. The position is subject to random testing for illegal drug use.
If the position supervisor determines that the specific duty location requires use of a Commercial Driver''s License (CDL) as part of the employees duties the position will be a Drug and Alcohol Testing Designated Position (TDP) under the Omnibus Transportation Employee Testing Act of 1991. If the person selected for the position does not currently occupy a CDL Drug and Alcohol Testing Designated Position they must submit to and receive a negative test result prior to appointment. A positive drug or alcohol test result may be grounds for denying final placement into this position. The Act also mandates that the incumbent is subject to random, reasonable suspicion, post-accident, return-to-duty, and follow-up drug and alcohol testing.
You must possess a valid state driver''s license and it must be valid at all times while in this position. You may be required to obtain a commercial driver''s license within 60 days of appointment. KSA 1: Knowledge of supervisory policies, procedures, and methods in order to manage a diverse workforce.
KSA 2: Knowledge of strategies, tactics, and suppression methods used in containment and control of wildfires and wildland fires.
KSA 3: Knowledge of fire behavior including causes of wildland fire, influences of temperature, humidity, wind, topography, slope, fuel.
KSA 4: Knowledge of instruction techniques. Skill in coordinating training sessions and presenting wildland fire suppression and prescribed fire training material.

Qualification Requirement Using Specialized Experience or Education: In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below; please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
For GS-06: One year of specialized experience equivalent to at least the next lower grade level GS-05 in the federal service. Specialized experience at this level is defined as having experience in the implementation of strategies, tactics, and suppression methods that are used in the containment and control of wildland fires; OR six months of graduate level college education directly related to this position; OR equivalent combination of specialized experience and education.
For GS-07: One year of specialized experience, equivalent to at least GS-06 in the federal service, working as a skilled lead wildland firefighter with on-the-line wildland fire experience in forest/range fire control, prevention or suppression utilizing a wide variety of specialized wildland fire tools and equipment; OR one year of graduate level college education related to range technician fire work; OR an equivalent combination of specialized experience and education.
Education and experience may be combined to meet the specialized experience requirement.

This position has been categorized as an Engine Supervisor - Supervisory Engine Operator & Engine Module Supervisor, a key fire management position under the Interagency Fire Program Management (IFPM) Standard; the selectee must meet the minimum qualification standards for IFPM prior to being placed into the position. 3) Additional required training of S-211, "Portable Pumps and Water Use".
This is a primary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The maximum entry-age for this position shall not exceed age 37 unless you have sufficient prior Federal civilian firefighter experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
